Pia Orennius, an economist at the Federal Reserve Bank in Dallas, has found that undocumented immigrants are more likely to move when regulations such as E-Verify, a system that checks whether hires are eligible to work in the U.S., are implemented on a large scale by employers in a particular area. Some states, such as Georgia, require all employers to use E-Verify.
“The research based on E-Verify suggests that unauthorized immigrants’ location choices can be very sensitive to state and local immigration policies,” said Ms. Orrenius.
